Compaq system dead powersupply?

Today my sister's boyfriend's step-dad came to me with a pc that he had blown out with an aircompressor and now it won't boot. When you plug it in the light on the back of the Powersupply flashes and the power led also does the same. I swapped out the powersupply with one from my mom's compaq which is nearly identical and the computer booted fine. If I short the green pin with a black one the powersupply that flashes will start-up but not power even a hdd. I think it is dead but let me know what you think. also I was looking on Newegg.com for a replacement PSU for this computer and I think this http://www.newegg.com/Product/Product.asp?Item=N82E16817104901 looks good. It is cheap and is a Fortron PSU so it should be good quality. Let me know what you guys think please.
