Comp won't boot up, please help!

Okay so I finally get all the parts for my friend's new SFF comp, and I put everything in and turn it on. Everything seems to turn on, except for the monitor the computer is connected to.

The video card has power, so I'm sure it's not that. I did get a refurbished mobo: a P4P800-VM that had a broken CPU fan clip, but i fixed that by putting a ziptie to hold it down on top of the cpu. What could be the problem? Please help!

Specs: 3.0 EE p4
6600 GT OC BFGtech
Antec Aria (built in 300W PSU)

The reasons that I believe that this may be happening are:
1) I believe the video card has to have extra power attatched to it from the power supply, make sure that you've dont that.
2) Since you said that the motherboard was refurbished may'be you should bring it in and and have the store you bought it from look at it.
3) Did you test the monitor on a separate computer yet? May'be the monitor doesnt work

May'be one of these will be the answer
