Comp startup question

My dads computer will not start for some reason. He turned it off the other day and after that it would not start. He said he could smell like something burned but did not know where it came from. We opened it up and replaced the power supply but it still does not start.
What we do get is a small bit of power that starts the fan in the power supply and then it quits.
Could it be something on the motherboard since it does the same thing with both power supplies?

I know that is not much info but it happened when I was not around and he explained it like I just did. With not much info :)
 
Hmm.. I'd check the ram, ram slots and cpu ... if anything burns, its usually those, or the PSU (which you already checked).
 
Could it be a return power on the motherboard not returning the power to the power supply?
