I installed a new ATI video card. I wanted to install the new catalyst drivers but ati.com mentioned I needed to make sure I had Microsoft .NET Framework 1.1 installed. I installed it then rebooted the computer. Now everytime I reboot, the computer locks up, blue screen, then reboots and asks if I want to boot to Windows in Normal Mode or Safe Mode. I tried uninstalling from Safe Mode but I cannot because "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode..."
