I have ordered the parts listed below and I'm going to swap out my old mobo / cpu / ram and put this one in. I will try to obtain a better cooler for the 6600 - however in any event what kind of overclock will I be able to attain on stock HSF?

Quad cores run pretty hot, so if you're looking to OC much, it'd be smart to get a HS.
 
I wouldn't OC a Quad on the stock HSF unless I had some pretty damn fine airflow in my case, even then I'd only risk a little as I think that's all you'd get, if you get 2.6 GHz with it you should be chuffed to bits.
 
i would get a better board for a quad than the ip35-e. It rans really hot with my quad at 3.5 1.48 during stress testing. the vdrop is huge with a quad also. my gigabyte ds3 p965 and p35 ds3p runs a quad much cooler. the vdrop is so bad, i need 1.55 to get 3.5 prime 25.3 stable while the 2 gigabyte boards need 1.48 only
