New question is this. When I record something from TV it comes out to be about 250mb per 15 minutes. Is there are free program that can shrink this without quality degradation?

1 Gig an hour sounds about right. The last thing you want to do is further compress an already over comressed format. Worse is the time lost dong all that. Wait for the good sales and grab some 500 or 650 gig drives or even a full T-Byte drive and enjoy your work:)
 
i had a program that would automatically convert all my tv shows into .mpeg at any size i chose... but in the end i abandoned it. It worked great, my files were half the size and still plenty watchable, but the real problem was the playback in windows media center. you could play the files fine, but fast forward and rewind was rough, and you lose the 'skip' buttons (i need the skip buttons!). overall youll notice its MUCH better to leave those media center tv shows in the original format. you can select a lower quality in wmc if you want, i leave mine on 'better'.
