Yeah it's locked so all you can do is run a minor base clock. I tried 103 and change and it would boot but had instability. It was stable at 101 or 102 I don't remember which. Not really worth the effort for the 100mhz gains I was just scratching an itch.
 
Wait, is the 1650 v4 locked? I thought all the Xeon 1600's were unlocked chips? That might throw a wrench in my upgrade plans.
 
Yup I was under the same impression, figured it out the hard way. I ended up buying a used v3 and now I have to sell the v4. V3s are still available new and are a good $50 cheaper than the v4s, if you want to go that route. Or you could just say screw it and buy a used v4 ;)
