cleaning CPU heatplate?

What should I do to clean off an old layer of AS5 off of my P4 heatplate? How often should I take off the AS5, clean the heatplate, and then re-apply?
 
Alcohol and coffee filters should clean it nicely. You should only take the heatsink off and reapply when there's a reason. I.E. you are changing some hardware which requires it, or you have to take the sink off to clean the dirt out of it.
 
Since AS paste doesn't dry out, it'll last a long time before you need to think of reapplying.
