Cleaning BIX Rad?

Hi, I purchased a BIX rad from a guy online, and when it came in, it looks like as if there was slight corrosion on it. What could I use to clean the gunk off?

I am confused on this, unless he tried to clean it with water? The finish looks ruined on it now.
It seems really bad to me, it might affect the cooling. Whats going on. Should I ask for a refund? or discount?
 
a toothbrush and some warm, soapy (dish detergent?) water should do the trick... generally you wont get corrosion on the outside of a rad because
a. it is painted
b. water doesn't touch the outside of the rad for prolonged periods of time, normally

It doesn't really look that bad to me, hell, it might be solder!
