Chromebox vs HTPC

Okay so I have an old cryptocurrency mining machine that I pulled apart, and I was considering putting it back together in a small-ish case. Problem is, I don't know if my system (I took out the GPU) is sufficient for streaming/transcoding. It has an AMD Sempron 145 processor with 2GB PC3-10600 DD3. HDD, not SSD.

I would need to find a small case though. Good thing is I already own the mobo and memory and CPU.

I buy a Chromebox or something.

This computer would be for media streaming (headless itself, but streaming to my XBOX/Roku/etc), and I'd also maybe run a web server or some random services.

What is the best choice?

Don't quote me on this, but I don't think Plex Media Server and similar programs work on the Chromeboxes without installing Windows.

You can put the Plex client on ChromeOS for sure.

But PMS is for serving content, not playing it.

You can put Ubuntu (or dual boot ChromeOS/Ubuntu) and put PMS on top of Ubuntu. I'm not sure how good it would be as a server. Probably has enough power but you need external storage for it.

You can also put a mix of XBMC or Ubuntu w/ XMBC on it.

It has decent hardware for playback, I would use it for a Plex Client or XBMC.
 
I would be serving content, not playing it (I'd be using it headless). Is it enough to transcode?
