Chopping up MP3's?

I have some MP3's I want to use as ringtones and or sound files for my PC however they are small bits of an entire mp3.

Is there a way I can take a part of a MP3 from the entire MP3 and save it as a smaller MP3 on my PC?

Not sure if this is basic or imposible since I am not good with audio formats.

Well I don't know if there's a smaller program for the trick, but I use Cooledit 2.0 for all my sound editing needs.


Lets leave the illegal stuff out of this ok?

I used to convert them into .wav files then edit them in the Nero sound editor and then reconvert them to mp3. It's pretty quick and painless if you're just trying to chop out parts of the song.
