The cheapest HDMI 2.0 card is the GTX960.

According to my specs the GT 640 and GT 730 are the most basic cards that support 4k 24Hz via HDMI. If you're wanting the full 60Hz you'll need a GTX 960 or better for HDMI 2.0 support.

You are correct. Netflix 4k is not currently available on a pc.
