Cheaper alternative for slomo software

When I was researching my camera I was recommended and bought a 7D for the 60fps video mode. I am throughly impressed with the camera. I was shown this (
http://vimeo.com/17439665) video of what After effects and twixtor can do and would love to experiment with it. However at roughly ~$1k it is a little expensive for me to just "toy" around with.

I know windows movie maker will "slow" down but I am not impressed with its quality. Are there any cheaper or free (open source) alternatives (e.g. GIMP vs Photoshop)?
