why couldnt someone (me) buy a computer heatsink, take a bunch of thin aluminum plates and drill holes in them, stick them between the fins, and seal the thing up with an expoxy for a water-block? Sometimes i see waterblocks on ebay for 40$. If someone had a pump, watercooling could be done for very cheap. And instead of hoses and other things that can leak, use annealed copper pipe for everything so there wont be chances of leaks. why not?

People have done that in the past and I think it has worked to some degree. The thing is, a nice Maze4 from DD for a CPU is only $35. You can get worse blocks for probably $25 so at that point it doesn't make sense. On top of that, it'd be hard to make it really really waterproof. All the pressure that close to your mobo and cpu, you want a really reliable seal. If you want cheap watercooling, I'd take the time to buy a nice Maze4 or TDX from DD and then you can get more ghetto radiators and pumps and tubing etc.
