Cheap speaker setup for TV?

I want to upgrade my LCD TV's speakers to something not built in, so I was hoping yall could help me :p

I'm tryin to keep this around $100 or less. I probably won't have enough money for a subwoofer :( But hey, (almost) anything's better than the built in ones, eh?

I was thinking about the Polk R150s

I'm not sure if this is all I need... what the heck is a receiver anyway?
