Cheap LCD cause for choppy gameplay?

I was watching my roomate play Counter Strike the other day, using the 9550 that i sold to him, and it was horrible. Very choppy and even low fps, so i started to think that maybe the overclock that i had him do to it was at fault. I went and checked and the overclock was turned off and ati tool didnt detect any artifacts or anything.
So i reinstall drivers and reset the video options in cs, got the fps right (any card over a mx 440 is 60fps), but it is still really really choppy. Is this due to his crappy dell lcd? He bought one of thosee 400 dollar dell specials with the free 15 inch lcd's about 1 1/2 years ago.

I have never used a cheap lcd, i went from a Trinitron to a 17inch 12ms Acer. Just wonder if this is the problem.
