Changing Server 2008 R2 Fonts

Our project management firm landed a client in the Ukraine, so I need to allow some of our Citrix users over there to switch to the Russian (Cyrillic) language in Oracle Primavera and some other programs. Trouble is, the default system font in Server 2008 R2 does not support Cyrillic. I need to change Calibri to MS San Serif.

Apparently you cannot change Server 2008 R2 fonts in an RDP session, so I'm trying to find out how to do it through the registry. It'll be system-wide for all users. They won't need to access Regions and Languages because Primavera has a language switcher built in. It just needs fonts compatible to display Cyrillic.

Anyone know how to change the system-wide font to MS San Serif - for title bar, context menu, folder/program menu and so on?
 
Taking a shot in the dark here but wouldn't that be the language packs?
