Changing careers from IT to Web Development

Hello,

I'm interested in changing my career from Help Desk Support to Web Development. What advice would you give someone who is interested in doing so? I don't have a college degree so would I need to become certified, will I have to create a portofilio of work that I've done? I've worked on a few sites but I've never built an application completely from scratch, I've mostly modified someone else's work. Any advice from someone who is taking the big leap changing careers would be appreciated. Currently I make about 40K working a consultant in the IT field but I feel that my contract may not be renewed for the 2009 year so this may be the right time to make the move. I live in Long Beach, CA. I'm also interested in finding a mentor, would that be the right thing to do in my current situation? If so where is the best place to look? I would also like to mention that I'm married with 2 young kids (19 months, and 2 months), so my time is precious. As always I look forward to the great advice that I've receieved in the past from the HardForum community.
 
Right now I have experience working with ASP.NET 2.0 with an SQL Server 2005 database so that's where my interests are currently.
