is arctic ceramique a threat if a little bit got on a side of a pin on the cpu i guess not its non conductive

i have done it and not burned anything up but I would still clean it off very well

it's not conductive, but if it is on a pin clean it off best you can. You don't want to have bad contact on a CPU pin.
