I clean my finger throughly with soap and then with white spirit and then I put a small blob on it and dab it about on the chip several times. You can get a really even and thin coating doing it that way. Razor blades etc just don't work well at all in practice
Hm, video card, being an exposed core, I would put a dot on the core and spread it with a credit card or other thin flat edged object. Then I would put the heatsink down on it carefully, trying to avoid messing up the layer of ceramique too much.
for video cards, i usually take a piece of plastic wrap and wrap it around my index finger and use it to smear the paste evenly. since its a bare chip and with most cpus today, they have a IHS so you just put a dot in the middle and let your HSF do the spreading.
