CD-RW install on Win 98

I gave my buddy an older cd-rw drive that I bought it at Office Max as an I/O Magic 48x16x48; Win 98 identifies it as an Optowrite CW-4802. The drive is currently connected to the secondary IDE and configured as master. The drive is receiving power and opens/closes. When a CD is inserted, the green light flashes briefly and then stops, with no indication the drive is "ramping up" to read. 98 Device Manager says the drive is working properly and no drivers are required or have been loaded. Any attempt to update drivers says the best driver is installed. Any suggestions?
