CD-ROM not appering after clean install of ME on a Dell Inspiron 5100

Yeah kinda weird, I also tried to oad mscdex and oak.sys into my startup files and when i rebooted they were changed back to their original values =(, also it is saying that my ide contoller is causing a resource conflict and it is actually not in the hardware profile anyone know how to get the cdrom running, since it &*$&*( runs in DOS.
