Are they actually cold to the touch? or are they room temp. and by saying cold they mean they dont get hot?
 
I think it's called like that because, as opposed to incandescent lamps who require a filament to warm up, they just run a current through some gaz to get light.
 
They are slightly warm, but if you have halfway decent airflow in your case, it won't affect your temps at all.
