Ive noticed that a lot of people disable this.
So my question is what does it do?
Whats the difference between standard and advanced?
Is there a perfromance hit with it enabled/disabled?

I read in a random tweak guide that Catalyst AI was a... compilation of the quality 'optimizations' that nV and ATi both were getting flamed for. ATi decided to make them transparent and make it into an official feature instead.

No idea as to the truth to that, as I'm too lazy to visit Google or anything right now.
 
The default is standard/low which is usually the best setting. The driver takes a little bit of CPU time to calculate what kind of IQ "compromises" will not be visible to lighten the workload of the GPU (AFAIK) without affecting the IQ visibly. This can be good or bad, it's worth playing around with. For example, if you're GPU limited in a game but have a fast CPU, you could see if the high setting will improve performance. Or if the drivers are causing issues like we saw with FEAR when the Cat's had a bug with AI causing massive performance hits, it would be best left off. Also if you happen to notice IQ degradation, you'd probably want it disabled.
 
You shouldn't need to disable it, visually things shouldnt change with it on standard and you may have problems getting optimisations like the oblivion aa+hdr patch to work (see some optimisations can be good ;) )

I leave mine on advanced and have not had any noticeable problems.

I have read that this can give a higher cpu load but I would have thought that this would be fairly negligable
