catalyst 8.x vs 9.x driver

It seems ATI maintains two set of drivers, and they are updated concurrently. Does any one knows of the difference (design and control) of the 2 set?

8.x drivers were released last year, with the x being the month it was released. 9.x drivers are ones that have been released this year where 9.4 is the most current I believe.
 
8.x is the actual driver version, 9.x is the version of the catalyst suite(driver, ccc, etc). for example, catalyst 9.4 includes driver version 8.600.0.0.
 
Going further with what jimbowdang said, ATI numbers their driver package as y.x, where y is the year and x is roughly the month the driver was release. Roughly because there's been a couple time when say a 7.4 was release in say early May. Then the next version would be let out at the end of the same month.
