Catalyst 12.3 not enforcing vsync?

Updated to 12.3 two days ago, and since then I've noticed that Catalyst is not enforcing vertical sync even when set to do so. Games with native vsync settings still abide by them, but I can't force global sync through the CCC.

This is a very noticeable problem. I have a small monitor (17", 4:3, refresh rate: 75) and a powerful card (6970), so I tend to get hundreds of FPS more than I need. My card runs hot and noisy if vsync is not enabled on almost all games, and several of them don't have a built-in setting for it. Has anyone else had any issues like this?
 
12.3 are 100% UNofficial betas dude.

But that aside, i haven't had issues with them, i installed them atop 12.2's.
 
If that's the case, they really shouldn't be pushing them out through the auto-updater yet...anyway, I've already rolled back.
 
Pretty sure the 12.3 isn't being pushed by auto-update yet- its the 12.2s that are, though I think they sometimes show up as 12.3.
