Case setup question

I bought a Lian Li PC-G70B case and will have a 120mm front fan blowing air in the case and a smaller fan at the back sucking air out. Should the 120mm side fan be blowing at my video card or sucking air out of the case?

I'd like the setup to attract as little dust as possible.

Also, what's the difference between putting a power supply at the bottom of the case vs the top of the case?
 
You would want the side fan to blow into the case. That's what they are there for, to create a positive pressure inside the case so dust can't get in. Make sure you have filters on all the intake fans.

Not much difference between top or bottom for the PS. Lian li usually puts it in the bottom in a separate chamber to isolate heat produced by PS from rest of the system. As long as your case is well ventelated, it doesn't matter. You only have to watch out for the power cables coming out of the ps is long enough to reach its intended jacket on the mobo. In my p182, the 8pin connector is barely long enough going from bottom chamber to the mobo.

PSU sitting on top of 0% of components' heat production vs. PSU sitting on top of 100% of components' heat production.
Guess which one is better for acoustics/PSU's cooling&reliability...

If it doesn't have dust filters then it's really hard to keep dust out except by cleaning your room often. Modern version PC-A70 would have had dust filters.
