Please list any cases that are designed for the power supply(s) at the bottom of case. Or cases with the psu at the top and bottom.
Last but not least. Any case that can "easily" be mod'd to fit either description. Such as use the case upside down and mod/flip the front racks/panel.

I am not concerned with air flow, weight, color, misc abilities.

Sturdy case is good. Bigger the better, but atleast a mid tower. Low cost would be nice, but don't hold back on suggestions based on price.

Lian Li V1000, V1100, V1200, V2000, V2100 all are quasi-BTX with a bottom mount ps and mobo mounted upside down.

All the major ones that I know of are listed. I have the old-school Aopen/Acer HX08, which is a full tower case that could be easily stood upside down. You'd have foot holes in the top of it though and the exposed 3.5" and power switch would be in the bottom.

I guess that I don't recommend it, but you did ask for suggestions on easy mods and for a list of cases that would work like this.

The side panels are interchangeable, so no worry about that if you were considering this as an option.
