Case fans recommendation

Hi, I built a new computer and my case is a Lian Li PC7B plus II.. It has a top blowhole, 1 120mm exhaust and 1 120mm front intake fan. I want to replace these with Blue led fans which are more powerful.. to keep system cooler. Should i add a 80mm fan on the top ? If yes then air in or out? I'm also thinking of a fan controller ...

Anyway plz tell me some good fans which are not too loud and move lot of air.. under $20 each. Thx
 
For LED fans in 120mm, I like CoolerMaster. I just put 3 of them in my brother's case (2 120mm, 1 80mm) and they're pretty quiet and move plenty of air. They come with a 3pin, and a 4pin adapater plug, so its easy to plug them into a fan controller. The 120mm are under 10 dollars, 22dB, 1220rpm, 43cfm. Pretty decent I think.
 
Aerocool turbines???? 120 mm ones are around $16, move a great amount of air, and l00k sw33tzorrz. Just make sure you get this series:

Or, at jab-tech, get 2 of the Yate Loons for 4$, and a blue cathode/lazer led for under 5$...
 
Ok, and what about the blowhole on top? Is there going to be a big difference in temps if i add a fan there?
