I have the gigabyte Z97-ud5h mobo and 5 case fans i want to control. While im surfing and stuff i want them around 40%, then when im gaming go to 80-100% depending on the temperatures inside. None of them are pwm fans.

Speedfan may or may not work, it's worth a try though if your mobo fan headers have voltage control. If not, there are certain fan controllers with voltage control that you can program. Also, did you try setting them in the BIOS?

I have not done that yet. Also can i plug 3 120mm fans into one header? They are all the same fan.

Maybe a dedicated hardware-based fan controller would be ideal for the results you want.

Rheostat (rotary knobs) type would be cheap and effective, but digital may be the way to go with 1-button max speed.

I didn't look up your specific mobo, but my old Gigabyte mobo has a single 4-pin that works for controlling case-fans. If you have the appropriate adapter, you could hook up your case fans to the 4-pin on your mobo and control them with something like Speedfan.

In my situation, I want to control my fans separately to maintain positive air pressure within my case, so I had to order one of these. So if you're wanting to control the fans separately to maintain certain air pressure like myself, you might need something similar to that too. Unless your mobo has 2 spare 4-pin headers, in which case all you need is the appropriate adapters if your fans are basic molex.
