Would increasing the RPM's of the CPU/Power/Chassis Fans Threshold decrease the temperature of the CPU?

If so what should i boost it up to around?
(they all are currently at 600)

Currently, I have got 3 semi-new Antec 80mm case fans (2 on rear, 1 on side) and a new Antec 400 watt power supply w/ duel fans

What are some other ways to cool a case w/o buying new parts?
 
If the RPM's are at about 600, boost it up to about 1200-1600, and you will notice a difference.

And strategical placement of fans is always good.

Exhaust Fans close to the top of the case because hot air rises.
Intake fans closer to the bottom of the case to push the hot air out, and bring cooler air in.
 
^^^ placement of fans is as important as the rpms or airflow rating...
