Card Shuts Down Computer

I just built a computer.I have the sufficient power supply needed by the card, and motherboard (A ThermalTake 400w). I bought a brand new GeForce 6600GT XFX Card. Everything is compatible. When I plug my card in my AGP slot, and plug power in, my computer turns on, and after about 2 seconds, turns off.

When I unplug my card from power only, the computer goes up fine. It does this while still connected to my mobo.

Does anyone have an explanation why it's doing this?
