Capture Card / Deck recommendations?

I have a situation where it requires me to invest in a video card or deck that can capture to PC in either mpeg or quicktime format. It needs to have some kind of Analog/S-Video input ability to capture at 29/30 frames per second.

I used to have a matrox marvel G200 card back in the day (wayyyy back in the day) and I loved it to pieces before I stopped messing with video back then. (more things change more they come back around to the beginning)

Anyways, does anyone have any recommendations? Mac only options are not what I'm looking for at this time.
 
try looking for an OLD PCI All-in-Wonder card from ATi, i know those could capture video but i dont know if they will be supported under vista.
