Can't upload from Google Chrome

I'm not really sure what the issue is but it must be something simple. When using Chrome if I click on a button on a webpage, such as Facebook nothing happens. It is not website specific either. This does not happen in Internet Explorer. Maybe after 2 minutes the upload window will finally pop up. I tried doing a reset on the browser settings, but that did nothing.

What could the issue be?
 
Is javacript turned off? I don't understand how uploading and clicking on a facebook icon are related?
 
Here's an example of the problem:

Posting a new craigslist ad. There's a button that says "Add Images." When I click on that nothing happens. Possibly a minute or so later, I'll finally see the upload (OPEN) window show up.

This is happening on any site in Google Chrome that allows me to upload pictures. Nothing has been changed with extension settings. The only extension I am running is adblock plus.
