Cant read Outlook 2007 msgs as HTML

Specifically, everything is showing as plain text even though I have verified EVERY setting (on how to display/compose messages) I can find using the help system is UNCHECKED. And I dont even know where the infobar is!! (says I can click the infobar and select "show message in original format) I've spent hours trying to simply get html links from known/trusted.address book contacts to work!

What an I doing wrong?
