Can't raise FSB

My motherboard is a Shuttle AN35N Ultra v1.1 and my CPU is an AMD Athlon XP-M 2400+ 45W. For some reason, when I try to go over a 205MHz FSB, the mobo locks my multiplier at 6 (minimum for this board) and ignores what I actually have it set to in the BIOS. Anyone know why this is happening? My ram can handle the speed fine. I had it up to 225 @ 2.5-3-3-11 and booted into Win XP, but of course my CPU was only at 1350MHz.
