Can't Open New Windows/Task Manager/Shut Down

I am using Windows XP Pro SP2, Auto Updates is on and I am using ESET NOD32 AntiVirus. NOD32 isn't detecting anything but for some reason, at seemingly random times, I won't be able to open any new windows or programs, I won't be able to bring up Task Manager, and trying to restart or shut down just gives me an hourglass. Turning my computer off with the power button is cool and everything but I want to fix the problem. Anyone have any idea what could be happening?
 
This just happened again, I think it is getting more frequent. Any idea what could cause it? I was typing up an email in firefox when FF froze.
