Can't install programs even as admin

I created a partition with my OS on C: and wanting to install programs and files on D: However, I can't install anything even in administrator logon.
I booted in safe mode and under manage, groups, added my logon to have complete admin powers and neither that login or main admin login works.
Is there something I've missed. I've created many partitions before and never had this problem even without making any adjustments to my login.

You need to use your Vista admin account to give your accounts access to the drive.

My Computer > Right Click Drive > Properties > Security Tab > Edit > Add
 
My bad, I'm using XP Pro. I think I have to make the partition active though it did let me create a folder.

Turned out that XP did not allow full permission for this user when adding a new user to the group (even though I added new user as administrator).
All is working well now.
