Can't get windows to open in "maximized" mode

Whenever I open in a new window in Internet Explorer or Windows Explorer, the window will only take up part of the screen. Even if I maximize it, then close it, the next time I open a window it won't fill up the screen. How can I change this?
 
Try Maxamizing it and then hit CTRL N. THen Maxamize than and hit CTRL N again. Does that work?
 
Not that I recommend running IE at all..

Going into the properties of any program [right clicking the shortcut + Properties]. You can choose to start Maximized if you want. I don't know if that works for Window Explorer though..
 
Here's how I did it - set the window to whatever size you want, then while holding ctrl, select file/close. When you reopen, it should go to the size you set it at.
