Cant get power

I built 2 exact machines one works perfect the other one will not even post. It seems like Im not getting power to the hd and the cd rom, neither will come on. I tried replacing the power supply and Ive swapped the processor, the ram, vid card cd rom and the hd. They all work fine in the other machine. I rma'd the mobo back to new egg and got a new one and that didnt help any. Heres what I got:
AMD athlon xp 2800+
abit NF7-S
ati aiw radeon 9600xt
w/d 80 gig hd

can anyone PLEASE help?
 
is the problem that its not turning on or wont POST? if it wont POST then double check the jumpers and that the little wires for the activity lights and such are plugged in correctly. if its the power plug then have you tried using a different power plug with the non working machine? this is odd that the parts are working correctly in one machine thats the same ecat of everything but wont work in a different. make sure that nothing is being shorted with the motherboard. try resetting the CMOS/BIOS by taking out the battery for about 15 seconds and putting it back in. the battery looks like a watch battery and you wont lose any information itll just be set back to factory defaults.if non of these suggestions work then im a little baffled by this. and go buy a PSU tester and itll check to see that the PSU is supplying a properly conditioned amount of power to the board.
 
Try shorting "taping" the power jumper manually. Case could have a nasty power switch.

Check heatsink, make sure its flat. (if you swaped heatsinks with the processor, ignore this one)

Don't have usb headers or anything else connected when testing. Shorting usb headers will cause no boots.

You can allways test a computer out of a case.
 
Thanks for your help I took everything out of the case and now the power will come on for a second then shut right off. Im stumped.

Seems like there's something shorting out.. it also could be blown capacitors but you said the mobo was brand new..
