Cant get into Windows XP Set-up

Hey guys, i have been trying to sort out a problem for my brothers computer, basically he cannot get into windows due to it resetting everytime, and even when trying to boot in safe mode or last known good configuration it does the same thing. I was going to walk him though a fixmbr or using the windows xp cd to fix the problem via the blue xp set-up screen when you boot off the cd, but the probelm is that it hangs when it comes to selecting the 1st few options. That is after it loads and checks all the usual stuff off the cd and then says "Windows is now starting up" it just hangs there and never changes.
He is over east and has no internet access so can anyone suggest any way of solving this problem with the limited tools on hand, it would be much appreciated!

Give good ol' memtest86 a try. Let it run for a few hours. If it finds any errors one or more sticks of RAM is bad.
 
I would also run the hard drive diag tool on it, depending on which brand it is.
