Can't format my HD

I cant seem to format one of my harddrives.
When I do a format in windows it goes to 100% but ends with a message that the format could not becompleted.
When I do a format from the Windows XP disc I dont get a message but the harddrive is not formated when the format ends.
What could be the problem? I have been infected by the Blaster virus and though I assume I have deleted it I have also read that even though you do a format of the harddrive it's still there. Is this the virus fault and what could I do about this?
Been trying to figure this out for weeks and it's driving me insane..

well first run the manufacturers hard drive diagnostic
if you cant get that to report it could be an issue with cabling
it could be an issue with the busmaster drivers (chipset) or mobo channel itself (rare)

you didnt mention the interface
firewire and USB add in a whole other layer of potential issues
SATA w\ IDE driver chipset issues also occur

then there is the possibility the drive itself has an issue
trick is to eliminate potential culprits

for instance if its an external, hook it up directly as an internal, if it works that tells you something

easy "fixes" that might be possible canidates
jumper settings, physical config
(I often will just disconnect the other drives and test a single HDD set to master on the primary IDE channel)
swappping cables is generally easy (pull one off something that is working)
reload the chipset drivers (look for the latest and greatest)
verify the BIOS sees it, that its recognized in device manager
that there isnt a BIOS option conflict with SATA
