Can't fix sound problem

I put together a new PC a bit over a year ago with help from people here. I am having an ongoing sound problem that I cannot resolve. The system originally used the sound support built into the motherboard, an ASUG ROG Maximus VIII Hero. After having ongoing unsolvable problems with the audio, I assumed it was just a fault of the motherboard. So I added a Sound Blaster Z sound card to the system. Much to my frustration the problem has continued. I don't know the best way to describe the problem, so I've provided an audio file, recorded on my cell phone, that lets you hear the distortion. I'd really appreciate any help that can be provided. I've invested in a really good quality system and I can't use it for anything sound related--which is really frustrating!

On the good side, at least you know it's not sound card related. That almost sounds power related but what do I know.

It might help if you post full system specs.

I assume it's a clean install of W10 with all updates, updated drivers, latest audio drivers, and the motherboard has the latest bios.
The system has had an adwcleaner scan and malwarebytes scan.

Is the brrip sound still there after performing a clean boot.

Have you looked at task manager to see if anything is spiking when this happens.

Unplug all peripherals that you don't need for playing sound, any change.

Does it happen for all audio, browser videos, music, games?

Luckily there are a lot of smart folks in this forum, someone should be able to help.

I saw your specs from your building thread, nice build. Here is some additional advice that I tell some of my more "special" customers. I'm not implying that you an air quote person, so please don't take offense.

If you are running Windows 8 or 10 be sure to restart your computer at least once a week to clear out the hybrid fast start file and reset the Kernals uptime. You can tell the last time an 8/10 system was rebooted by looking at the kernal uptime, I have fixed an untold number of systems (that had all had a myriad of symptoms) with a reboot. Right click task bar, open task manager, click on performance tab and view "Up Time" counter.

Try a different program to play back audio.
Could be the one you are using is in a mess.

Failing that, put a fresh install of Windows on a spare drive (for testing) and see if it now works ok.
Then at least you know whether there is a solution within reach of troubleshooting the OS.

When I buy a new hard drive I leave space at the start of the drive for a test OS install.
Also handy if you cant boot, you have another way to view what happened and perform recovery.
 
Thanks, Jim Kim, will try what you've said. Nenu, the problem occurs across all apps. The OS idea is an interesting one. Will have to wait until I get some free time to try that option.
 
The borked OS install that Nenu mentioned is definitely something to be aware of.

Here's some more ideas, with a few random things that I have ran into.

I would disable the motherboards onboard Audio in the BIOs.

What is your % CPU usage when your system is idle, I have seen corrupt antivirus programs and even parts of itunes that have blowed-up and caused continuous 20%-35% idle CPU usage. Just uninstalling the corrupted program fixed the problem.
