Can't figure it out

My sister's computer broke down the other day. It would turn on but it doest post and would constantly beep. So thinking the video card went bad, I bought a new one to replace it. Didn't solve the problem. Then I was thinking the AGP, or something on the motherboard went bad, so I bought a replacement board. Problem not solved. Then I thought the CPU went bad, and got a replacement, popped it in the new board, still doesnt post. With the same beeping noise from the system. WTF! Can't seem to figure out what's wrong.

256MB PC2100 Ram
AMD 1600+

Radeon 7000
AMD 1800+

I'm pretty sure that Shuttle has an Award BIOS and the beep code for constant beeping denotes a problem with memory. The Vid card signal is one long and 3 short.

I believe you are correct. Also, the manual for the board should clearly explain each beep code and what is wrong. What good is a code without a means to deciper it...unless your Dan Brown writing The Da Vinci Code. (Great book by the way).
