Cant figure it out

Hi all,

My fathers comp wouldnt start up 3 weeks ago. I checked the switch on the case and its ok so I replaced the psu. The comp does the same thing. I did a little research and jumped the #15 and 16 pins on the connector with it disconnected from the mobo and it stated up with all connectors (ATA SATA mobo etc...) putting out the correct voltage. If I plug the connector back into the mobo and short the pins I get the same result and the comp powers up. So I put the old psu back in and did the same procedure and I get the same results; the computer wont power up without jumping the 2 pins. I replaced the mobo, ram, and cpu with brand new ones and it still does the same thing. any ideas?
