My parents have a new 1080p HDTV samsung , and were hoping to hook it up to their computer. It is a dell computer that came with a 6800vanilla card. When we hook the tv up with vga it overscans and it wont allow us to set the resolution to custom or give us a high enough choice in the slider.
We then tried using the dvi port on the video card to a hdmi adaptor. The picture on the tv is still overscaned. Windows resolution still does not have a high enough resolution on the slider under display properties. If we go into nvdia control panel, we can set the display as force hdtv but it only will set at 720p, and it still overscans. I can try to create a custom resoultion but when i click apply nothing happens and it defaults back to 720p. They also have a screen resize option but even if i resize the screen and hit apply nothing happens, it goes back to default and overscans. What can i do? New native hdmi card?

make sure your refresh rate is right for the custom resolution, it should be in the samsung manual. also, there should be a tab in the control panel for change signal, set that to 1080p instead of using custom resolutions.

as for overscanning, see if your tv has a 1:1 pixel mapping mode, my 1080p samsung's is called "Just Scan"
