Something is very very wrong then...are you on a p4 or athlon xp system or celeron/duron cpu? try running 03 2001se is very cpu oriented....03 is more gpu oriented. Other things you might try...

1. easycleaner ( clean your registry )

2. spybot search and destroy (adaware/spyware removal)

3. adaware 6.0 (adware/spyware removal)

4. defrag and scandisk your hard drive

5. if your using xp remove services you don't need www.blackviper.com and remove xp services eating up resources.

6. make sure you have the right mobo drivers installed to enable AGP acceleration and fastwrites....

7. make sure you are not running many things in the backround while benchmarking.

8. double check you don't have AA/AF or vsync ON.

Also what drivers are you running on that 9800pro?

Yea I agree, you should be able to hit 17000 with that setup fairly easy. Uninstall and reinstall your video card drivers and make sure you motherboard has updated drivers.

BTW, what mobo are you running?

change aa/af to "Application Preference" you don't have this checked, or you wouldn't be able to choose between performance and quality

I had a similar problem at one time, turns out I needed to reinstall my chipset drivers. You might want to look at that as an option.

go to run, type dxdiag go to the display tab and see if agp acceleration is enabled, if its not thats your problem
