Cant boot laptop

My neighbor here has Toshiba Dynabook laptop. When you turn it on it only display Dynabook and do not proceed loading windows. What seems the problem here? I didn't touch it yet because dont know how to toubleshoot laptop. I don't have one before. Pls help thnx.
 
Try to boot from a win98 start diskette, and then see if the computer is recognizing the hard drive; also see it, in the beginning, in the bios.
