Can't boot from CD Drive

i can't boot from cd drive, BIOS recognizes the drive, i can play music cd's & other software on CD with it on windows but when i set it in BIOS as first boot device and insert any bootable CD it won't boot. Please any ideas?
 
try forcing it as the only bootable device. remove all other items on the boot order in the bios, and even go so far as to unplug other bootable devices (i.e. hard drives, floppy drives, and cd-rom's)
