Can't Access Properties Dialog Box For A Network Connection

So I've got a real stumper here guys. I simply want to change the Network settings on a users Laptop running Windows 7 Ultimate x64. I click properties and nothing happens. The dialog box doesn't appear, no message...nothing! I tried as the administrator and still no luck. I changed our router's WIFI encryption from WPA to WPA2 and without the ability to alter the settings the user can't access the internet. Drivers look good. Network adapter also detects the SSID. I googled my butt off without success. Any guidance would be greatly appreciated here. Thanks in advance guys.
 
try uninstalling the wireless device from Device Manager and letting Windows re-install the drivers?
